⚖️ Rates and rules change and depend on the exact national tariff line. Kitbly's summary is a guide only – always verify the rate and origin rules with customs, the yesFTA portal or a licensed customs broker before you quote. The final HS classification is the importer’s responsibility, and the origin claim must be backed by your own records.

Rules of origin in plain words

  1. Wholly obtained (WO)

Goods grown, mined, fished or born and raised in Korea. Only Korean material – the simplest case.

  2. Change of tariff classification (CTC)

Imported parts must end up in a different HS chapter (CC), heading (CTH) or subheading (CTSH) after your production in Korea. Your product's rule says which level.

  3. Regional value content (RVC)

A minimum share of the value – often 35–55 % – must come from Korea or the partner. Calculated from the FOB price minus non-originating materials, or by adding up originating costs.

  4. Cumulation and de minimis

Materials from the partner country may count as originating (cumulation). A small share of non-qualifying material – often up to 10 % – can be tolerated (de minimis).

  5. Direct shipment

Goods must travel directly or stay under customs control in transit countries. Keep the through bill of lading.

  6. Keep records

Keep bills of materials, supplier declarations and cost sheets – usually for 5 years. Customs may verify origin after import.

Frequently asked questions

Does every product get zero duty under an FTA?

No. Many goods are duty-free, but some are cut step by step over years and sensitive goods may be excluded. Check the partner's schedule for your exact HS code.

Who proves the origin – me or the chamber?

It depends on the agreement. Some use the exporter's own origin declaration on the invoice; others need a certificate issued by Korea Customs or the chamber of commerce. The table shows which.

What if my product uses imported parts?

It can still qualify if the rules of origin for its HS code are met – for example a change of tariff heading or a minimum share of regional value. Keep your cost and supplier records.

Can I claim the FTA rate after shipping?

Often yes, the importer can claim a refund later if a valid proof of origin is provided within the deadline. Rules differ by country.

Is the FTA Duty Saver (Korea) free?

Yes, completely free with no signup and no daily limit.

Does it work on my phone?

Yes. It works in any modern browser on iPhone, Android, Windows and Mac.
